The FBI's Top Ten Most Wanted List has been around since 1950, when J. Edgar Hoover started the "Top Ten Program" to name the worst and most challenging fugitives it was pursuing. What once was only published in print magazines and newspapers is now instant and online. The publicity generated by the list can and does have real practical benefits for law enforcement. Of the roughly 500 fugitives who have appeared on the list, over 90% have been caught, with 30% due to tips from the public. Fugitives are only removed once they are deceased, any charges have been dismissed or if their status as the world's most dangerous criminals gets downgraded (March 14, 2010.
