REDDING, California - Shortly after Redding Police Chief Robert Paoletti’s quarterly public meeting in late July that drew an audience of hundreds, Redding residents clamored for answers for increasing crime rates in the city. The City Council quickly put together a proposal to put on the November ballot a measure to increase the sales tax a quarter-cent, to 7.75 percent.
